Ernst van Koesveld (48) is Director Health Insurance as well as Deputy Director- General at the Ministry of Health, Welfare and Sport, the Netherlands. The Dutch health insurance for the curative sector is a unique public-private system in the sense that the private insurance companies compete and operate under strict public guarantees and rules. As a Director, he is responsible for various aspects of health insurance, notably entitlements, coverage, competition, risk equalization, co- payments, cost containment and the role of insurance companies in the system (and similar aspects with regard to long term care).
Prior to working for the Ministry of Health, Welfare and Sport, Ernst van Koesveld he held various position at the Ministry of Finance, dealing with international decision- making (IMF and the World Bank), budgetary policy issues and structural reforms (social security, labor market, housing, pensions, taxation and decentralization, 2001-2014). He also worked for the UN Development Program in Lithuania and Vietnam (1998-2001, some projects together with the World Bank), the Ministry of Economic Affairs (1994-1998) and the Erasmus University Rotterdam (1991-1998). His educational background is in economics.
